The Road Link consortium is responsible for the operation and maintenance of the A69 road between Carlisle and Newcastle for a period of 30 years with routine, winter and emergency maintenance being carried out by North Pennine Link – a consortium of Cumbria County Council, Northumberland County Council and Newcastle City Council.
The scheme incorporated the first use of project finance for road construction and operation and employed the use of shadow tolling as part of the payment structure.
